The Sri Lankan defence of King. The country has enjoyed near immunity from armed invasion for decades, mostly by small island republics.

This was not true when we visited for a short holiday in 2003. An ocean of navy blue was covering a tiny country with plenty of rough seas to cross. I was sitting next to my daughter on the transit lounge of the airport. She was dozing. I was filling out all the paperwork to have her new Laptop taken out of customs and sent to my daughter in the UK. The customs officer took me aside. “Please inform your daughter that we are still a communist country,” he said. The very next day, a customs officer at the airport at Kandy was watching my daughter walk past with a Laptop in her hands. She caught his eye and the customs officer called to me. “Please inform your daughter that the customs officer at the Kandy airport is watching your daughter,” he said. I paid for her to take the computer out. I also made arrangements for it to be forwarded to the UK and gave it to her in the UK. This is a small example of how the police state has been allowed to develop in Sri Lanka. The loss of liberties in Sri Lanka during the end of the British Raj and the partitioning of the country by the British has set the stage for the current atmosphere of feeling oppressed by the government and the army. The people did not cause the partition of the country in 1947, but the government did.

The government of Sri Lanka had no more than a small security force consisting of the Sri Lanka Police. The Sri Lankan army only started to play a role as a substitute for the police force in the late 1990s. The army had been used to support the government in responding to Tamil separatism. It also had a role in counter insurgency operations. It had less direct role in the war between the LTTE and the government. This was a common problem in the majority of countries in Asia during the Cold War. The army protected the country from the Eastern Bloc and the Islamic Republics. The major security threat to Sri Lanka was from its neighbour India. Until 1997 India was very focussed on gaining control over the Muslim dominated regions of the south and east. It did not want to upset the Buddhist majority in the north and the west. In addition, the government of India was not prepared to see the socialist opposition in Sri Lanka upset. This was the case even though the government of India did not support the separatist movements. The Sri Lankan Government was constantly looking for support from the West, and the West always accepted Sri Lanka’s autonomy. The Army never seriously considered crossing the western sea until an Indian army officer arrived at the western port of Colombo in 1989. The Indian army has a base in Colombo.
